What the law says

The Turkish Penal Code punishes narcotics in articles 188 and 191.

  • Possession or purchase for personal use (article 191): 2 to 5 years in prison, including for cannabis. For a first offence the sentence may be replaced by medical follow-up or probation, but this is not a right: it is the court's decision.
  • Manufacture, sale or transport (article 188): far heavier penalties, counted in decades of prison for trafficking.
  • No tolerated threshold: no quantity is legal, and no rule exempts tourists.

The concrete risks for a traveller

  • Tests: the police can order drug tests; a positive result is enough to open an investigation, even if you have no substance on you.
  • Detention: an arrest can lead to police custody and then, depending on the seriousness, to pre-trial detention.
  • Consequences on entry: a conviction can ban you from entering Turkey and complicate future visas; see visa and entry to Turkey.
  • Flying: never carry cannabis-based products in your luggage, even if they are legal at home.

Classic traps

  • Offers on the street, especially around İstiklal and Taksim in the evening: refuse and keep walking, since buying from a stranger also exposes you to scams and theft.
  • "Cigarettes" or cakes offered by a stranger: refuse.
  • "CBD" or "legal" products sold abroad: their status in Turkey is uncertain; do not bring them.
  • Synthetic drugs are even more dangerous: unknown composition, risk of serious poisoning.

What to do if arrested

  • Stay calm and sign nothing you do not understand; ask for an interpreter and a lawyer.
  • Contact your consulate: it cannot get you released, but it can help you find a lawyer and inform your family.
  • Notify your travel insurance as soon as possible.

Alcohol, tobacco, medication

The other consumption rules are looser but real: see alcohol in Istanbul and smoking in Istanbul. If you take a treatment containing a narcotic (for example an opioid painkiller or an ADHD medication), bring the prescription and check Turkey's rules on importing that medicine in advance, as some require authorisation.
