Where smoking is banned

The ban covers enclosed spaces open to the public. It applies in particular to:

  • restaurants, cafés, bars and clubs (indoors);
  • transport: metro, tram, funicular, buses, taxis, Marmaray, ferries (enclosed areas);
  • stations, airports, shopping centres, museums and government offices;
  • hospitals, schools and places of worship.

Hotels must offer non-smoking rooms; ask for a smoking room when you book if you want one, and never smoke in a non-smoking room. For more on how to behave, see our guide to rules and etiquette in Istanbul.

Terraces and outdoor spaces

At the date of this article, outdoor terraces of restaurants and cafés are not banned by the law in force, and that is where most smokers settle. A bill extending the ban to terraces has been put forward and is being debated, so the rule may change. Look for the signs, ask the waiter and, if in doubt, follow the locals. Hookah (nargile)

The hookah is a tradition in Istanbul. Hookah cafés, numerous around Tophane and on the Asian side, seat customers on a terrace or in dedicated areas. As with cigarettes, do not smoke a hookah in an enclosed place not meant for it, and remember that a session often lasts an hour or more: ask about the price before sitting down.

E-cigarettes

The sale of e-cigarettes is banned in Turkey; inspections also look for their use in enclosed places, where they are treated like cigarettes. Avoid buying one on the street, and check the customs rules before travelling with your own device and refills.

Fines and inspections

A smoker caught in an enclosed place faces an individual fine of around 2,000 Turkish lira according to the press in 2025; the amount is revised every year. Venues that allow smoking risk much higher fines, which is why waiters will ask you to put out your cigarette. Inspection teams regularly patrol Istanbul: do not argue, put it out and apologise.

Buying cigarettes

Cigarettes are sold at tobacconists, grocery stores and supermarkets, from age 18. The price is shown on the pack and varies with the brand and taxes; check it before paying. For the overall trip budget, see the travel budget for Istanbul.
